  • Shaping the Future of Long Term Care and Independent Living 2006 to 2016 (May 2007)
    The next ten years offer an opportunity to create a model long term care system for elders and adults with physical disabilities. With that in mind, the Vermont Department of Disabilities, Aging and Independent Living publishes its 5th edition of Shaping the Future of Long Term Care & Independent Living 2006-2016. This yearly report is intended to be a living document, adjusted annually to reflect changing demographics and trends. By using a rolling 10-year forecast of long term care need and use, the Department can continually plan and adjust for the future.

2006 Legislative Studies

  • Long-Term Care System Sustainability Study; Summary of the Current System and Recommendations for Sustainability (January 2007)
    Submitted by: The Department of Disabilities, Aging and Independent Living
    This report identifies how key services will expand or be sustained and discusses some new services under development. It describes the status and challenges of the numerous programs, services, and providers that provide care and supports to Vermont's elders and adults with physical disabilities. It lays out a 10-year vision for the long-term care system. The report examines the capacity of nursing facilities and the home and community-based service sector to meet projected needs.

  • Nursing Facilities for the 21st Century; Report to the Legislature (January 2007)
    Submitted by: The Department of Disability, Aging and Independent Living
    In response to a charge from the Legislature, the Department of Disabilities, Aging and Independent Living convened a task force to examine the future of nursing facilities in Vermont. This report reflects the work of the Nursing Facilities for the 21st Century Task Force.

  • Vermont Nursing Home Medicaid Reimbursement Methodology; Summary Assessment of Current System and Reform Recommendations (January 2007)

    The Pacific Health Policy Group (PHPG) was retained in August 2006 to perform a study of Vermont’s Medicaid reimbursement methodology for nursing facilities. The study was conducted under the aegis of a Task Force comprised of representatives from the Agency of Human Services (AHS) and the Vermont Health Care Association. This report includes, as its first two chapters, two earlier, interim reports: Summary Assessment of Current System, issued in October, and Assessment of Alternative Reimbursement Models, issued in November. Chapter Three of this report contains the Task Force’s final recommendations.

  • Report on Attendant Services Program Waiting List (January 2007)
    Submitted by: House Committee on Human Services and Senate Committee on Health and Welfare
    This is the report submitted in response to the legislature’s request (H.881, §151) that the Department of Disabilities, Aging, and Independent Living shall assess what criteria would be most equitable for placing an individual on the waiting list for attendant care services. This report includes the criteria considered, its analysis of the issues, and its recommendations for the criteria to be used.

  • A Study of the Direct Care Workforce in Vermont: Interim Report (January 2007)
    Submitted to: The Senate Committees on Appropriations and Health and Human Services, and The House Committees on Appropriations and Human Services
    Submitted by: The Department of Disabilities, Aging and Independent Living
    The Direct Care Workforce Study is one of several efforts advanced by Vermont’s legislature, and the long-term care community, that focus on developing a high-quality long-term care system for older Vermonters and persons with disabilities. The findings of this study will provide valuable information to these initiatives as well as to the workforce development efforts in the Department of Labor, vocational education and health care education.

  • Report on Adult Disability Care Payments in Household Income
    Submitted to: House Committees on Appropriations, Human Services, and Ways and Means, and Senate Committees on Appropriations, Finance, and Health and Welfare
    Submitted by: The Department of Disabilities, Aging and Independent Living
    During the 2005-2006 legislative session Act No. 185 relating to education finance simplification (H.880) contained language instructing the Commissioner of the Department of Disabilities, Aging and Independent Living (DAIL) to study whether some or all of “adult disability care payments” should be included in household income for purposes of calculating the education property tax adjustment and whether exclusion of the payments from that calculation was integral to maintaining the system of care for adults with developmental disabilities. The findings are contained in this report.
